Despite Brexit, Unilink tops international competition to win in Norway

Award winning UK SME, Unilink, has been selected to provide the integrated offender case management solution (IOCMS) for Norwegian Correctional Services – Kriminalomsorgen. This award comes after an open, competitive bid process that commenced in December 2018 and led to contract signature in just 6 months.

U-Case, an integrated OMS, is a new, commercial-off-the-shelf (COTS) product which combines two established products to deliver a single, integrated Offender Management System for prisons and probation. The solution will deliver greater efficiency for more than 4,000 staff and will be used in 58 units in around 100 locations nationwide, managing approximately 4,000 incarcerated offenders and over 6000 offenders on probation, electronic monitoring and a variety of community sentences.

Initial project meetings have already begun and will see Unilink deliver an innovative solution that takes the digital transformation of prisons and probation a massive leap forward.

One of the most advanced correctional services in the world makes this a prestigious win” said Francis Toye–CEOof The Unilink Group; “We are thrilled to have been chosen in spite of tough competition from several international suppliers -by no mean feat. We look forward to working with Kriminalomsorgen to deliver a unique, modern, future-proof solution in line with their rehabilitative focus and first of its kind worldwide”.

Boasting one of the of the lowest recidivism rates in the world at 20%, Norway has one of the most advanced criminal justice systems, achieved by practicing a concept it calls ‘restorative justice’ -aiming to repair the harm caused by crime, rather than to punish people, which it does so by focusing on rehabilitating prisoners.

Unilink’s experience in the criminal justice sector and their integrated suite of products, proven to help rehabilitate prisoners, is the perfect match for us to support our digital transformation strategy“, said Jan-Erik Sandlie –Deputy Director General from The Norwegian Correctional Service.

About the Norwegian Correctional Service

The task of the Directorate of Norwegian Correctional Service is to ensure a proper execution of remand and prison sentences, with due regard to the security of all citizens and attempts to prevent recidivism by enabling the offenders, through their own initiatives, to change their criminal behaviour.

Principle of normality in the Correctional Service is a progressive approach, stating that:

  • The punishment is the restriction of liberty; no other rights have been removed by the sentencing court. Therefore the sentenced offender has all the same rights as all other who live in Norway.
  • No-one shall serve their sentence under stricter circumstances than necessary for the security in the community. Therefore, offenders shall be placed in the lowest possible security regime.
  • During the serving of a sentence, life inside will resemble life outside as much as possible.
