Norway Leads the Way in Pre-Sentence Reporting with Unilink’s U-Case System

Unilink has achieved a significant milestone with planning for the deployment of its U-Case system in Norway, marking the platform’s first live implementation at a national scale of pre-sentence reporting.
Following a successful proof of concept (POC), the system is planned to be rolled out across probation offices from early 2026 to streamline the production of pre-sentence reports (PSRs).
A PSR provides the court with key background information on an individual, including family situation, education, employment, health and previous convictions, to inform sentencing decisions. Gathering the information and compiling these reports can be a manual and time-intensive process, taking weeks and requiring input from multiple agencies.
U-Case integrates data from police, courts, probation, corrections and enriches it with information from multiple agencies and the person themself to create a unified digital record. The system supports probation officers in drafting reports, while ensuring that final review and professional judgement remain entirely with the probation manager. PSRs are a good test of the complete system because so much of the system is used in the process of producing a PSR.
On average, PSRs in Norway can run to many pages, and early findings indicate that U-Case has reduced preparation times from several weeks to just a few hours. In addition, U-Case ensures that specific Norwegian legal archiving requirements are fully met. It enables SLAs to be tracked automatically within the country’s legal system and creates a fully digital dialogue through the Norwegian national digital infrastructure, which requires no paper to be printed or sent.
By standardising and accelerating PSR production, U-Case enables probation staff to focus more time on meaningful engagement and assessment, while providing courts with consistent, high-quality information to support fairer sentencing decisions.

This is the first national rollout of a significant part of the new AI Offender Management System in Norway named KODA.
This system is a full OMS combining the seamless operation of prison and probation functions allowing data to be shared and applied accurately across the whole justice system. Having PSRs collated together internally in the OMS is a significant advance for both the Kriminalomsorgen (the Norwegian Correctional Service) and for KODA, as it uses many components of the overall system.
In addition to the PSR module, the Norwegian Correctional Services are currently piloting U-Case’s Prisoner Property and Affiliations Module, with rollout to further establishments expected during 2026.
Unilink is also delighted to be hosting the Director of Norway’s Correctional Services, Lise Sannerund, during a two-day visit to the UK in November. Her stay will include a visit to a UK prison to see the effectiveness of Unilink’s products in action before the Norwegian nationwide rollout of the U-Case system early next year.
