Oslo, Norway – October 2024 – Unilink, a global leader in digital solutions for the correctional sector, is pleased to announce the successful launch of the first live pilot of its U-Case system, known as KODA in Norway, at Ila Detention and Security Prison. This pilot marks a significant step in Norway’s correctional system modernization efforts, with Unilink providing a next-generation offender management platform.
The KODA system pilot, which commenced on 1st Oct, introduced the Property Handling module at Ila Prison, Norway’s key institution for preventive detention. The implementation of this new functionality was celebrated with a symbolic gesture—a cake provided by the prison staff—demonstrating their enthusiasm and support for this technological advancement. The Property Handling module replaces outdated local systems and introduces several key innovations, including the ability to photograph items upon registration and enabling inmates to digitally sign for property hand-ins and hand-outs via a sign pad.
Following the successful launch at Ila, the pilot for Property Handling will soon extend to Bergen Prison before other selected pilot prisons also join. Each of these institutions will benefit from U-Case’s unique capabilities, which streamline offender management and improve operational efficiency across the board.
The pilot also extended to the Oslo probation office, where motivated staff embraced the Group Affiliation functionality—a new feature that tracks relationships between individuals across groups, ensuring better oversight of complex networks within the corrections sphere. This initiative will soon expand to multiple other locations, including Agder prison (Mandal and Froland divisions), Ringerike prison, Bergen prison, Oslo prison, Indre Østfold prison (Eidsberg division) and Romerike prison (Ullersmo division). This pilot will be the first where Norwegian prisons and Probation Offices work in the same system to ensure seamless digital collaboration.
Francis Toye, CEO of Unilink, expressed his excitement:
“We are thrilled to be working with one of the most advanced correctional services in the world. Unilink is delighted to provide Kriminalomsorgen with a unique, modern, and future-proof solution that aligns perfectly with their rehabilitative focus.”
The launch of KODA at Ila Prison is the result of dedicated efforts from the teams at Kriminalomsorgen and Unilink, whose collaboration has brought this digital transformation to life. U-Case, with its open, modular architecture, provides probation and prison staff with real-time access to critical data, helping them manage offenders throughout their entire journey—from probation to prison and ultimately back to the community.
Jan-Erik Sandlie, Deputy Director General of the Norwegian Correctional Service, stated:
“Unilink’s expertise in the criminal justice sector and their integrated suite of products, which have been proven to help rehabilitate prisoners, make them the ideal partner to support our digital transformation strategy.”
The KODA pilot is a testament to Norway’s commitment to reducing recidivism and promoting a humane and rehabilitative correctional system. With U-Case, over 4,000 staff across 58 correctional facilities and probation offices nationwide will be empowered to better manage nearly 10,000 offenders, ensuring efficient operations and improved outcomes for Norway’s justice system.
